Exempts persons from the requirement to possess a fishing license when fishing in waters where a jubilee is occurring in Mobile Bay.

Defines "jubilee" as a natural occurrence when low dissolved oxygen water moves toward shore, forcing fish and shellfish to respire between the low-oxygen water and the shore.

Exemption applies only to the licensure requirement; all other fishing regulations regarding the number and size of fish and shellfish that may be taken remain in effect.

Effective date: October 1, 2025.
