Requires each local board of education to establish a local school library advisory council by October 1, 2026, with a majority of voting members being parents of enrolled students, to recommend policies on library material acquisition and removal.

Mandates local boards adopt policies by October 1, 2025, prohibiting acquisition of library materials harmful to minors and requiring board approval before any material is added to school library catalogs.

Establishes a challenge process allowing parents, employees, and residents to submit written challenges to library materials, with the advisory council recommending action within 90 days and the board voting on permanent removal if challenge is approved.

Requires local boards to provide parents access to school library catalogs and records of their child's library material checkouts, and allows parents to submit lists of materials their child cannot access outside the school library.

Becomes effective October 1, 2025, with the State Board of Education authorized to adopt implementing rules.
