Prohibits Alabama Medicaid Agency from accepting eligibility determinations from health insurance exchanges or self-attestations of income, residency, age, household composition, or other coverage without prior verification.

Requires Alabama Medicaid Agency to enter into data matching agreements with state agencies (Department of Public Health, Human Resources, Corrections, Workforce, and Revenue) on at least a monthly or quarterly basis to cross-check Medicaid eligibility.

Requires Alabama Medicaid Agency to review federal data monthly from Social Security Administration, Department of Health and Human Services, Department of Housing and Urban Development, and Federal Bureau of Investigation to assess continued Medicaid eligibility.

Requires Department of Human Resources to establish similar data matching agreements and federal data reviews for food assistance (SNAP) eligibility on the same monthly and quarterly schedule.

Requires both agencies to publish quarterly reports on their websites showing aggregate data on fraud investigations, improper payments, cases referred for prosecution, and recovery amounts, effective October 1, 2025.
