HB568 Summary

• Requires the Board of Pardons and Paroles and Secretary of State to jointly develop and post a form with instructions by September 1, 2026 for individuals meeting eligibility criteria to apply for a Certificate of Eligibility to Register to Vote.

• Requires the Board of Pardons and Paroles to post on its website the names of individuals whose voting rights have been restored and the county of their last registration or last known residence.

• Mandates the Board of Pardons and Paroles to provide the Secretary of State with each individual's address and the date voting rights were restored, or notify the Secretary if the address is unknown.

• Requires the Secretary of State to notify the individual and the county board of registrars when voting rights are restored.

• Requires county boards of registrars to add individuals to the poll list and notify them of their voting eligibility date, except for those who never previously registered before losing voting rights.

• Bill becomes effective October 1, 2025.
