Authorizes any municipality located in whole or in part in Baldwin County to operate automated photographic speeding enforcement systems in school zones and construction zones by adopting an ordinance.

Establishes maximum civil fines of $195 per violation, with at least $10 per fine allocated to school resource officers, school safety plans, or zone-related safety programs.

Requires municipalities to mail certified notice of violations within 30 days, include recorded images and violation details, and allow vehicle owners 40 days to pay or request an administrative hearing within 25 days.

Vests jurisdiction in municipal courts to hear violations, with the municipality bearing burden of proof by preponderance of evidence; allows appeals to Baldwin County Circuit Court for trial de novo within 14 days.

Prohibits arrest or incarceration for nonpayment, prevents civil violations from appearing on criminal or driving records, and allows vehicle owners to recover fines from actual operators through civil action if a different person was driving.
