HB581 Summary

• Amends Section 45-52-161.02 of the Alabama Code to change the allocation of Morgan County's three percent TVA increase from 40 percent to 45 percent for the Morgan County Legislative Delegation Fund.

• Changes the allocation to the Morgan County Rescue Squad from 8 percent to 9 percent of the three percent increase remaining after legislative delegation fund allocation.

• Allocates 10 percent of remaining funds to the Decatur-Morgan County Entrepreneurial Center, with the remainder distributed through existing provisions.

• Establishes the Morgan County Legislative Delegation Fund as a separate fund controlled by concurrent resolution of county legislators for office operations, staff, equipment, and allowable public purposes, with annual audits required.

• Repeals former Sections 45-52-161.03 through 45-52-161.07 and becomes effective October 1, 2025.
