Prohibits local boards of education and public K-12 schools from promoting, purchasing, or utilizing social-emotional learning concepts for teacher training or student instruction using federal, state, or private funds.

Prohibits teachers, administrators, counselors, employees, and volunteers from using curricula containing social-emotional learning content and prohibits schools from displaying or disseminating materials related to the Collaborative for Academic, Social, and Emotional Learning.

Requires prior written parental consent before students participate in surveys or evaluations revealing information about political beliefs, mental health, sexual behavior, illegal conduct, religious practices, or family relationships.

Prohibits school associations with organizations promoting social-emotional learning, including the American School Counselor Association and the Collaborative for Academic, Social, and Emotional Learning.

Declares violations constitute neglect of duty and requires local boards and charter schools to submit annual summary reports of disciplinary actions to the House and Senate Education Policy Committee Chairs by the 10th legislative day of each session; effective August 1, 2025.
