Requires permits from the county building commissioner before erecting, constructing, altering, moving, using, or occupying any building, structure, or land in the county.

Establishes that violations of zoning regulations constitute a Class B misdemeanor, with each day of violation counted as a separate offense, but requires written notice before criminal prosecution.

Authorizes the building commissioner to institute civil actions including injunction, mandamus, and abatement to prevent unlawful construction or occupancy that violates public health and welfare.

Takes effect on October 1, 2025.
