HB603 Summary

• Permanently establishes the Alabama Resilience Council as an appointed advisory group within the executive branch of state government to coordinate resilience-related activities and address harmful impacts on Alabama communities and infrastructure.

• Council membership includes voting representatives from 16 state agencies (Agriculture, Commerce, Conservation, Economic Affairs, Environmental Management, Finance, Insurance, Public Health, Transportation, Emergency Management, Forestry, Geological Survey, Military Department, Information Technology, and State Law Enforcement) plus the Governor, with non-voting members from federal agencies and other entities.

• Authorizes the Governor to appoint a Chief Resilience Officer to coordinate council activities and lead development, maintenance, and implementation of a statewide resilience plan.

• Requires the Chief Resilience Officer to develop a statewide resilience plan within two years that includes a comprehensive risk and vulnerability assessment, prioritized resilience actions addressing specific hazards, and an implementation strategy with defined roles, responsibilities, and metrics; plan must be reviewed and updated every two years.

• Takes effect October 1, 2025.
