State Board of Education must adopt a model policy by January 1, 2026 that prohibits public K-12 students from using electronic communication devices during the school day.

Model policy shall include exceptions allowing student use of electronic devices for emergencies, health care management, or when specified in a student's individualized education program (IEP) or Section 504 plan.

Each local board of education must adopt and implement a local policy by the beginning of the 2026-2027 school year that reflects the state board's model policy at a minimum.

Electronic communication device is defined as any privately owned, portable wireless device capable of voice, messaging, or data communication, excluding devices issued by the local board of education.

The act becomes effective on June 1, 2025.
