Prohibits knowingly possessing, controlling, caring for, or having custody of a trigger activator in Jefferson County only.

Defines a trigger activator as any part or combination of parts designed to convert or enable a firearm to shoot automatically more than one shot without manual reloading by a single trigger function.

Establishes a civil penalty of not less than $1,000 for each violation, enforceable by the local district attorney or Attorney General through civil action.

Exempts state and local law enforcement officers acting in official capacity, persons lawfully possessing trigger activators under federal law, and devices that increase fire rate but do not enable more than two shots per single trigger function.

Becomes effective October 1, 2025.
