Increases registrar compensation from $80 per day to $150 per day for each day's attendance upon board business.

Adds new qualification requirements for board of registrars members including excellent communication skills, intermediate data processing proficiency, and ability to operate office equipment.

Requires state board of appointment to consider racial, gender, urban, rural, and economic diversity when making appointments on or after October 1, 2025.

Establishes hours of operation requiring boards to either open same hours as county courthouse or establish regular hours with a registrar or staff member present during designated working days.

Becomes effective October 1, 2025.
