AL HB97

Requires absentee election managers to notify electors within two business days of receiving a defective absentee ballot affidavit if the ballot was received three or more business days before the election.

Allows electors to cure specified defects until the last business day before the election, including unsigned affidavits, mismatched addresses, incorrect envelope order, improper witnessing or notarization, and missing reason for voting absentee.

Prohibits election officials from opening affidavit envelopes or counting ballots with certain defects including unsigned or unwitnessed affidavits, but allows curing for the defects listed in the bill before election day.

Directs the Secretary of State to adopt rules implementing the cure process for defective absentee ballot affidavits.

Effective date: October 1, 2025.
