Creates a Joint Interim Study Commission on Expanding Access to High-Quality Out-of-School Education Programs with 23 designated members including government officials, legislative appointees, and representatives from education and youth service organizations.

Commission membership includes the Governor's appointee, Lieutenant Governor's appointee, four legislative members (two from Senate, two from House), State Superintendent of Education, and representatives from various state departments and educational organizations.

Requires commission to examine quality, accessibility, and funding of afterschool and summer programming, identifying barriers to participation and exploring sustainable funding sources.

Commission must submit a comprehensive report with findings, conclusions, and recommendations to the Legislature no later than the fifteenth legislative day of the 2026 Regular Session, after which it automatically dissolves.

Legislative members receive compensation, per diem, and travel expenses; nonlegislative members serve without compensation but may be reimbursed for necessary meeting expenses.
