HJR273 Summary

• Creates a Joint Interim Study Commission on PTSD in First Responders to study how state, county, and municipal governments can more effectively use available funding to provide services to first responders with PTSD from traumatic on-duty incidents.

• Commission membership includes representatives from the Association of County Commissions of Alabama, Alabama League of Municipalities, Alabama Department of Mental Health, Alabama State Law Enforcement Agency, and legislative leaders from both chambers and both parties.

• First meeting must be held within 60 days of passage, at which time the commission shall elect a chair and vice chair; legislative members receive per diem and travel expenses while nonlegislative members serve without compensation.

• Commission must submit a report with findings, conclusions, and recommendations to the Speaker of the House and President Pro Tempore of the Senate by the third legislative day of the 2026 Regular Legislative Session, after which the commission dissolves.

• Commission shall solicit written input from the Alabama Sheriffs Association, Alabama State Trooper Association, Alabama State Fraternal Order of Police, Professional Fire Fighters Association of Alabama, and Alabama Association of Chiefs of Police.
