Creates the Study Commission on the Sale of Naming Rights of State-Owned Land, Properties, and Buildings to study the potential economic impact, fiscal responsibility, revenue management, and environmental impact of selling naming rights to state properties.

Commission membership includes one member each appointed by the Governor and Lieutenant Governor, two Senate members (one from President Pro Tempore, one from Minority Leader), two House members (one from Speaker, one from Minority Leader), chairs of House Ways and Means and Senate Finance committees, and representatives from the Department of Conservation and Natural Resources, State Comptroller's office, a corporate attorney specializing in naming rights, and a marketing expert.

Lieutenant Governor serves as chair; first meeting must be held within 30 days of passage; members may request additional appointments by majority vote, with diversity considerations for racial, gender, geographic, urban, rural, and economic representation.

Legislative members receive compensation, per diem, and travel expenses; non-legislative members serve without compensation but may be reimbursed for necessary expenses.

Commission must submit a report with recommendations for proposed legislation to the Legislature by the fifth legislative day of the 2026 Regular Session, at which point the commission dissolves.
