Creates the Study Commission on Protecting Minors from Online and Technological Threats to study dangers of social media, apps, online platforms, and technology affecting children's physical and mental health.

Commission membership consists of 12 voting members including 2 House representatives, 2 Senate members, chairs of House and Senate Judiciary Committees, Attorney General appointee, Commissioner of Department of Mental Health appointee, and representatives from National Center on Sexual Exploitation, Alabama Cable and Broadband Association, and Children's of Alabama, plus additional members by majority vote.

Appointing authorities must coordinate appointments to ensure membership reflects racial, gender, geographic, urban, rural, and economic diversity of the state.

Legislative members receive compensation, per diem, and travel expenses per Section 49 of Alabama Constitution; nonlegislative members serve without compensation but may be reimbursed for necessary expenses.

Commission must present findings and draft legislative recommendations to the Speaker of the House and Speaker Pro Tempore of the Senate by the tenth legislative day of the 2026 Regular Session, then dissolves; all meetings, member names, and findings must be provided to the Secretary of State.
