Establishes a resolution promoting increased trade collaboration between Alabama and the Port of Bar in Montenegro to stimulate investment, expanded trade, and traffic opportunities.

Identifies the Port of Bar as strategically located as an access point to the Balkan peninsula and notes its transformation from public-sector to privatized or partially privatized ownership.

Authorizes consideration of a Memorandum of Understanding (MOU) between Alabama and the Port of Bar covering infrastructure development, administration, marketing, cargo and cruise operations expansion, and security information exchange.

Includes provisions for establishing working groups on security information and manifest traffic to strengthen international port safety and security worldwide.

Proposes creating mutual technical and financial incentive opportunities for cargo and vessel traffic expansion, regional cooperation, and best practices on economic development and multi-modal port operations.
