Creates the Joint Interim Study Commission on Utility Relocation Costs to study and make recommendations on how to allocate expenses when utility facilities must be relocated due to public road construction projects.

Commission membership includes 19 specified positions: 4 legislative members (House Speaker and Minority Leader appointments, Senate President Pro Tempore and Minority Leader appointments), appointees from the Governor and Lieutenant Governor, and representatives from utilities, transportation, municipalities, and industry associations.

Commission shall assess current practices regarding utility facility locations in road rights-of-way, relocation processes and procedures, costs and expenses, cost allocation methods, and federal funding availability and maximization strategies.

First meeting must be held within 60 days of resolution passage; commission shall submit findings, conclusions, and recommendations to the Legislature no later than the tenth legislative day of the 2026 Regular Session, then dissolve.

Legislative members receive compensation and travel expenses per Section 49 of the Alabama Constitution; nonlegislative members serve without compensation but may receive reimbursement for necessary expenses.
