Commends Martin Franklin Caskey for his exemplary professional achievement and dedicated public service to the Alabama Legislature and Legislative Services Agency (formerly Legislative Reference Service).

Caskey began his legislative career in 1970 as a clerk for Senator James B. Allen while a high school senior, earned a Bachelor of Science in Accounting from Auburn University in 1974, and a Juris Doctor from the University of Alabama in 1978.

Caskey worked as a legislative analyst from June 1974 to December 1979, pursued private practice from 1980-1987, served as attorney with Capouano, Wampold, Prestwood and Sonsone law firm in 1988, and returned to Legislative Reference Service in 1992.

Caskey developed expertise in local laws, administrative procedure, conservation and natural resources, taxation, economic development, reapportionment, environmental law, and constitutional issues; served as adjunct professor teaching administrative law at Jones School of Law and University of Alabama School of Law for over 20 years.

The Legislature honors and commends Caskey in recognition of his outstanding record of professional achievement and dedicated service as he embarks upon his well-deserved retirement.
