Mourns the death of William Jelks Cabaniss, Jr. of Birmingham, Alabama, who died on February 2, 2025, at age 86.

Honors Cabaniss's military service as a United States Army officer and Airborne Ranger who served in Germany and received the Army Commendation Medal in 1964.

Recognizes his career as a business owner of Precision Grinding, Inc., state legislator in the Alabama House (1978) and State Senate (1982-1990), and U.S. Ambassador to the Czech Republic (2004-2006).

Acknowledges his community service including roles on the Metropolitan Development Board and Junior Achievement Board, induction into the Alabama Academy of Honor (2004) and Alabama Business Hall of Fame (2006), and service as Senior Warden at Saint Luke's Episcopal Church.

Expresses sympathy to his surviving family including his fiancée Linda Parker Johnson, daughters Mary Cabaniss Ballard and Frances Cabaniss Johnson, and four grandchildren.
