Creates a House Interim Study Commission on Utility Relocation Costs to examine costs and procedures for relocating utility facilities affected by public road projects.

Commission membership includes 19 category positions representing state legislators, the Governor, Lieutenant Governor, Alabama Department of Transportation, Public Service Commission, utility and infrastructure associations, and other stakeholder organizations.

Commission must assess current practices regarding utility facility relocation processes, costs, cost allocation and reimbursement methods, and availability of federal funding for relocations.

Commission shall develop comprehensive recommendations for changes to law and procedures governing allocation and reimbursement of utility relocation costs by the tenth legislative day of the 2026 Regular Session.

Legislative members receive standard compensation and per diem; non-legislative members serve without compensation but may claim necessary expenses, with the Legislative Services Agency providing administrative support.
