Appropriates $15,816,579 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2026, for support and maintenance of educational programs.

Designates at least $2,000,000 of the appropriation for agricultural research and extension service state match.

Requires Tuskegee University to submit an operations plan with goals and performance indicators and an audited financial statement for fiscal year 2024 before funds are released.

Mandates quarterly reports comparing actual expenditures and accomplishments to planned amounts, plus an end-of-year performance report detailing work accomplished, services provided, and program effectiveness measures.

Becomes effective October 1, 2025.
