Standardizes building codes across Alabama by requiring the Division of Construction Management to adopt the 2021 International Code Council model codes by July 1, 2025, with updates every three years thereafter beginning January 1, 2027.

Expands applicability of state building code to include all non-residential buildings (previously limited to state buildings, public schools, hotels, and movie theaters) while exempting private residences.

Establishes enforcement authority with the Division of Construction Management overseeing state buildings and public schoolhouses, while county and municipal governing bodies enforce codes for other non-residential buildings.

Authorizes coastal counties and municipalities within 25 miles of the Gulf of Mexico to adopt supplemental building codes for hurricane, wind, and erosion protection.

Requires commercial construction projects over 2,500 square feet to be designed by registered architects with sealed construction documents, making violations a Class C misdemeanor, and mandates public notice postings by the Division and local building code officials.
