Amends Section 28-10-6 of the Alabama Code to set a passing grade of 70 percent or higher on the Responsible Vendor Program test for employees authorized to sell alcoholic beverages.

Requires the Alcoholic Beverage Control Board to certify rules within 120 days of the bill's effective date that allow vendors to conduct employee training and testing online by computer or in person.

Clarifies that no in-person administrator or proctor is required for online or in-person testing, and no post-testing review of examination subjects is mandatory.

Revokes the board's authority to operate any liquor stores if it fails to certify the required rules by the 120th day after the bill becomes effective.

Makes technical revisions to update code language to current style and deletes duplicative language in the existing statute.
