SB140 Summary

• Amends the Coach Safely Act to revise the definition of "youth athlete" to include individuals age 14 and under who have not yet been admitted to seventh grade participating in organized sports.

• Establishes a four-step compliance enforcement procedure for the Alabama Department of Public Health to address youth athletic associations that fail to comply with the Coach Safely Act, subject to available funding and staffing.

• Requires private written notice to association leaders after first year of noncompliance and public website posting after a second consecutive year of noncompliance.

• Imposes fines on associations after a third consecutive year of noncompliance: $200 for associations with fewer than 100 coaches, or $10 per coach for those with 100 or more coaches.

• Prohibits noncompliant associations from administering or conducting youth athletic activities on state or political subdivision property for one year after a fourth consecutive year of noncompliance; exempts county and municipal entities from enforcement procedures.

• Becomes effective October 1, 2025.
