Adds households whose sole source of income is veterans' benefits to those exempted from paying solid waste collection fees, matching the existing exemption for Social Security benefit recipients.

Defines "veterans' benefits" as any benefit, program, service, commodity, function, status, or entitlement pertaining to veterans, their dependents, survivors, or other individuals eligible under laws administered by the U.S. Department of Veterans Affairs and Alabama Department of Veterans Affairs.

Requires households claiming the veterans' benefits exemption to present proof of income to the county health officer by the first billing date of each year the exemption is desired.

Makes nonsubstantive technical revisions to update code language to current style, including grammatical updates and clarifications throughout Section 22-27-3, Code of Alabama 1975.

Becomes effective October 1, 2025.
