Allows persons in possession of towed motor vehicles to report them as unclaimed to the Department of Revenue immediately after towing, instead of waiting the standard five calendar days.

Maintains the five-calendar-day reporting requirement for unclaimed vehicles that were not towed.

Department places a 60-calendar-day hold on the title record upon notification of an unclaimed vehicle, with exceptions for prior title transactions or vehicle returns.

Person reporting unclaimed vehicle must use the National Motor Vehicle Title Information System (NMVTIS) within five days to identify the title state and submit records requests to obtain owner and lienholder information.

Requires certified notice to owner and lienholder within five days of receiving title records, informing them of vehicle location, storage charges, and advising that vehicle may be sold as abandoned if not redeemed within 30 days.
