Board of Pardons and Paroles and Secretary of State must jointly develop and publish a form with instructions by September 1, 2026, for individuals to apply for a Certificate of Eligibility to Register to Vote if they meet criteria in Section 15-22-36.1(a) prior to October 1, 2025.

Board of Pardons and Paroles must post on its website the names of individuals whose voting rights have been restored, along with the county of last registration or last known residence.

Board of Pardons and Paroles must provide the Secretary of State with each individual's address and the date voting rights were restored; if address is unknown, the board must notify the Secretary of State of this.

Secretary of State must notify both the individual and the county board of registrars of the restoration date upon receiving information from the Board of Pardons and Paroles.

County boards of registrars must add eligible individuals to the poll list and notify them of their eligibility to vote, except for those who had never previously registered before losing voting rights.

Act becomes effective October 1, 2025.
