Amends Section 36-25-14 and 36-25-15 of Alabama Code to modify when candidates must file statements of economic interests with the State Ethics Commission.

Requires all candidates to file economic interest statements in accordance with Section 36-25-15, with the specific deadline tied to when they file their declaration of candidacy or meet independent candidate requirements.

Changes candidate filing deadline language from filing "qualifying papers" to filing a "declaration of candidacy as provided in Section 17-13-5" for consistency with election procedures.

Allows candidates who have already filed a current statement of economic interests for other reasons to provide proof of prior submission instead of filing duplicate statements, or to file a new or amended statement by the deadline.

Establishes that candidates who fail to submit required economic interest statements by deadline shall not appear on the ballot and are deemed not qualified, though the State Ethics Commission may grant additional time for good cause shown.

Bill becomes effective October 1, 2025; passed Senate 30-0 on March 4, 2025.
