AL SB171

Prohibits individuals from operating motor vehicles (including off-road vehicles, all-terrain vehicles, motorcycles, and motorized trail bikes) on land submerged below navigable or non-navigable waters in Alabama.

Prohibits operating motor vehicles on land within the natural boundary of creeks, brooks, branches, streams, or similar waterways.

Establishes escalating criminal penalties: first violation is a Class C misdemeanor, second violation is a Class B misdemeanor, and third or subsequent violations are Class A misdemeanors.

Exempts motor vehicle operation on submerged lands when the operator owns the land or has permission, when authorized in writing by the Director of the State Lands Division, and for utilities providing electric service.

Takes effect on October 1, 2025.
