• Prohibits veterinarians from prescribing or dispensing medication without a valid veterinarian-client-patient relationship (VCPR).

• Establishes that a VCPR created with one veterinarian at a practice location extends to all other veterinarians at that same location.

• Allows prescriptions to be refilled for 12 months after the initial prescription unless medically prohibited, restricted, or prohibited by current law or rule.

• Defines that a VCPR is case-specific and a new relationship must be established for each new medical problem or diagnosis; alterations to drug form, quantity, or dosage by another veterinarian require a new VCPR.

• Requires veterinarians to have physically examined a patient within the previous 12 months and maintain complete medical records with assessment and treatment plans.
