Requires smartphones and tablets manufactured on or after June 1, 2025, to include a content filter that blocks obscene material when activated in Alabama.

Devices must ask users for their age during setup and automatically enable the filter for minors, with password protection to allow adults to disable it.

Manufacturers are subject to civil liability up to $5,000 per violation (maximum $50,000 aggregate) if devices fail to enable compliant filters or if minors access obscene material on non-compliant devices.

Exempts devices manufactured before June 1, 2025, video game consoles, and retailers from liability; manufacturers making good faith efforts to comply are protected from liability.

Allows the Attorney General to seek injunctions, civil penalties, investigative costs, attorney fees, and license revocation for repeated violations; becomes effective October 1, 2025.
