Reduces threshold for unlawful possession with intent to distribute fentanyl and fentanyl analogues from 2-4 grams to 0.5-1 gram, including mixtures with fentanyl precursor ANPP.

Reduces threshold for trafficking in illegal drugs involving fentanyl and fentanyl analogues from 1 gram to include amounts of 1 gram or more with tiered sentencing: 1-2 grams (3 years minimum), 2-4 grams (10 years minimum), 4-8 grams (25 years minimum), 8+ grams (life).

Adds mandatory enhancement sentences for subsequent convictions of fentanyl trafficking: 5 additional years for second conviction and 10 additional years for third or subsequent convictions, both non-suspendable.

Creates mandatory 5-year additional sentence (non-suspendable) and $25,000 fine for possession of firearm during commission of any trafficking offense.

Becomes effective October 1, 2025.
