Amends Section 16-33A-1 of the Code of Alabama 1975 to expand the definition of "Approved Institution" under the Alabama Student Grant Program.

Adds independent postsecondary historically black colleges or universities (HBCUs) located in Selma, Alabama to eligible institutions, provided they are eligible for Title IV federal funding and accredited by a federally recognized accreditation agency.

Maintains existing requirements that approved institutions must have academic curricula not principally comprised of sectarian instruction, must not discriminate in admissions based on religious preference, and must not receive direct state appropriations.

Becomes effective on October 1, 2025.
