• Extends the contract renegotiation period for Medicare retiree health benefit plans from every three years to every five years under the Public Education Employees' Health Insurance (PEEHIP) Board.

• Maintains the existing three-year renegotiation requirement for all other health benefit plan contracts.

• Requires that Medicare retiree health care contracts be renegotiated on a competitive basis, consistent with requirements for other PEEHIP contracts.

• Becomes effective immediately upon passage.
