• Permits hospitals filing liens to adjust claim amounts based on payment timing: 20 percent reduction if paid within 180 days, 25 percent if paid within 240 days, or 30 percent if paid after 240 days.

• Limits hospital recovery to 30 percent of a third-party insurance policy limit when other healthcare provider or governmental liens are outstanding on the same claim.

• Requires hospitals to provide patients with copies of medical records and itemized charge statements within 30 days of written request to support lien amounts.
