Authorizes the State Superintendent of Education to summon witnesses and subpoena records during educational intervention proceedings.

Allows the State Superintendent to revoke provisional release and return a local board of education to intervention within five years if specific release conditions are not satisfied.

Establishes a five-year monitoring period after provisional release, during which a board can be immediately returned to intervention without additional State Board approval.

Clarifies that a local board is only considered fully released from intervention if it is not returned during the five-year provisional release period; subsequent returns restart the five-year clock.

Effective date: October 1, 2025.
