Amends Section 32-5A-194 of the Alabama Code to authorize qualified medical professionals to refuse blood draws requested by law enforcement officers, except when ordered by a court.

Applies the refusal right to physicians, registered nurses, paramedics, phlebotomists, and other qualified individuals performing blood draws for DUI investigations.

Does not restrict law enforcement requests for breath or oral fluid tests, only blood draws.

Maintains existing protections for medical professionals from civil or criminal liability when properly administering blood tests requested in writing by law enforcement.

Becomes effective October 1, 2025.
