Expands the Alabama Ad Valorem Advisory Committee membership to include one local official from each congressional district, the president and vice president of the Association of Alabama Tax Administrators, two additional local officials appointed by the commissioner, and two taxpayers who have paid Alabama taxes for at least five years.

Requires the Association of Alabama Tax Administrators to submit three recommendations per congressional district by August 1 each year, with the commissioner making final appointments by September 1.

Mandates committee meetings at least four times per year and requires the commissioner to present policy matters to the committee for input and recommendations.

Ensures committee recommendations reflect racial, gender, geographic, urban, rural, and economic diversity of Alabama.

Becomes effective October 1, 2025.
