Requires permit applicants to submit emergency services contracts, detailed maps showing tract locations, access points, trails, water channels, and prohibited areas, along with operator contact information and liability insurance details.

Imposes civil fines up to $5,000 for operating without a valid permit and up to $500 for operating outside established hours, with all fines deposited in the county's road and bridge fund.

Requires park operators to follow Alabama Forestry Commission best management practices for forested watersheds, particularly regarding creeks, streams, and water channels, and provides immunity to the county from negligence claims related to park operations.
