Amends sections 22-51-8 and 22-51-9 of the Alabama Code to revise governance requirements for regional mental health authority boards.

Changes executive committee composition for boards with more than 16 directors to require inclusion of one sheriff (or representative) and one judge of probate, with exceptions for boards serving only individuals with intellectual or developmental disabilities.

Prohibits corporations from imposing additional director qualifications beyond state law requirements through bylaws or certificates of incorporation; requires appointed directors meeting statutory qualifications to be seated on the board.

Revises quorum requirements to one-third of the entire board (or majority of executive committee when exercising board authority) instead of three members; establishes meeting frequency of at least monthly for executive committees and every six months for complete boards exceeding 16 members.

Becomes effective October 1, 2025.
