Reclassifies body-worn camera and dashboard camera recordings as public records subject to public inspection under Alabama Code Section 36-12-40.

Requires law enforcement agencies to release requested recordings within 30 days of a written request that identifies the activity with reasonable particularity.

Allows circuit courts to uphold denials of recording release only if release would substantially interfere with an ongoing investigation, endanger witness safety, or compromise a confidential source.

Permits law enforcement agencies to charge reasonable fees for redaction and editing but limits fees to actual production costs.

Becomes effective October 1, 2025.
