Amends Section 13A-6-260 of the Alabama Code to redefine and reorganize definitions related to criminal enterprises, including "Criminal Enterprise," "Criminal Enterprise Member," and "Criminal Justice Agency."

Establishes the Alabama Criminal Enterprise Database as a statewide inter-jurisdictional criminal intelligence system to be managed by the Alabama State Law Enforcement Agency (ALEA) in compliance with federal Criminal Intelligence Systems Operating Policies (28 C.F.R. Part 23).

Permits any criminal justice agency to submit information about persons reasonably suspected of criminal conduct if the information is relevant to suspected criminal activity and to identifying criminal enterprise members or enterprises.

Restricts database information access to criminal justice agency personnel for legitimate law enforcement purposes and designates database information as confidential and not subject to public disclosure or discovery in legal proceedings, except as required by constitutional provisions or legitimate law enforcement needs.

Requires the ALEA Secretary to adopt rules governing database submissions and use, establish civil penalties for rule violations, and submit annual reports by March 1 to legislative leadership detailing database submissions, access, prosecutions aided, and demographics of individuals in the database.

Effective date: June 1, 2025.
