Prohibits Alabama Medicaid Agency from accepting eligibility determinations from federal health insurance exchanges and self-attestations of income, residency, age, household composition, or other coverage without prior verification.

Requires Alabama Medicaid Agency to enter into data matching agreements with state departments (Public Health, Human Resources, Corrections, Workforce, Revenue) on monthly and quarterly bases to verify continued Medicaid eligibility.

Requires Alabama Medicaid Agency to review federal data monthly from Social Security Administration, Department of Health and Human Services, Department of Housing and Urban Development, and FBI to assess continued eligibility and act on changes.

Requires Department of Human Resources to establish identical data matching and monthly federal data review procedures for Supplemental Nutrition Assistance Program (SNAP) and food assistance eligibility.

Mandates both agencies publish quarterly aggregate data on fraud investigations, improper payments, cases referred for prosecution, and monies recovered, with Department of Human Resources also reporting out-of-state EBT transaction amounts.

Effective date: October 1, 2025.
