Establishes "The Community Pharmacy Relief Act" to regulate pharmacy benefits managers (PBMs) and protect independent pharmacies in Alabama.

Requires PBMs to reimburse independent pharmacies at a minimum rate equal to the Medicaid reimbursement rate for prescription drugs, effective October 1, 2025.

Prohibits PBMs from engaging in steering practices, charging excessive patient cost-sharing, requiring mail-order pharmacy exclusivity, or discriminating against independent pharmacies that meet network standards.

Mandates PBMs pass on 100 percent of manufacturer rebates to health benefit plans unless the plan directs otherwise or authorizes administrative fees.

Grants the Commissioner of Insurance authority to enforce the chapter through examinations, audits, and civil penalties of at least $1,000 per violation.
