Authorizes the Alabama Emergency Management Agency Director to purchase promotional and educational materials from appropriated funds to further public awareness of the agency and emergency preparedness.

Specifies that the director's spending authority includes items reasonably necessary to promote the agency's functions and educate the public on emergency preparedness.

Removes duplicative language and updates technical provisions in Section 31-9-4 of the Alabama Code to current style, including clarifications on the director's full-time status and position requirements.

Becomes effective on October 1, 2025.
