SB28 Summary

• Deletes the definition of "extern" and consolidates references under "intern" for pharmacy students and graduates seeking licensure.

• Removes the requirement that manufacturers, wholesalers, and similar pharmaceutical entities maintain a full-time licensed pharmacist on premises; establishes each invalid drug shipment without a permit as a separate violation with $4,000 civil penalty.

• Creates a new "pharmacy clerk" position registered with the board to perform operational functions (register transactions, stocking inventory) under licensed pharmacist supervision, with same registration and fee requirements as pharmacy technicians.

• Authorizes the board treasurer (in addition to president and secretary) to authorize fund disbursements; allows proposed rule changes to be published as determined by the board rather than requiring electronic mailing to each pharmacist.

• Becomes effective October 1, 2025; repeals Section 34-23-130 of the Code of Alabama 1975.
