Proposes a constitutional amendment allowing elected or appointed members of the Montgomery City Council to participate in the Employees' Retirement System of Alabama on the same terms as other employees.

Current council members may purchase service credit in the retirement system for time already served in office.

Prohibits individuals from participating in both a supernumerary program and the Employees' Retirement System of Alabama simultaneously.

Amendment requires approval by a majority of qualified electors voting in a statewide election conducted per state election laws.
