Requires state governmental bodies to approve or deny license applications within 45 calendar days of receiving a completed application, unless state law specifies otherwise or the applicant waives the deadline.

Requires local governmental bodies (county commissions, municipal governing bodies, and their agencies) to approve or deny license applications within 45 calendar days of receiving a completed application, unless local law specifies otherwise or the applicant waives the deadline.

Mandates that both state and local governmental bodies respond in writing within 15 calendar days if an application is incomplete, describing the deficiencies that must be corrected.

Deems a license application automatically approved if the governmental body fails to approve or deny it within 45 days, and requires the body to issue the license upon payment of applicable fees.

Becomes effective on October 1, 2025.
